Job Description
Role Purpose

To identify and develop training program planning and identify the training needs of the ATM staff, and developing and revising training programs to satisfy standard requirements f to ensure that the personnel are competent enough to conduct their work effectively and efficiently, as per regulation and standard.





Training Program Development

· Develop and implement the Units Training Programs (UTPs) within the ATM and ensure that it meets business and operational requirements and is aligned with the overall strategy

· Conduct refresher, recurrent and remedial training, and when required, conduct nationally mandated theoretical and practical training (competency check) to ensure competency of all Air Traffic Controllers

· Maintain proper status training records of ATM personnel

· Prepare a training plan for all controllers as per rating/validation, future requirements, personnel development etc.

· Coordinating with ATM departments for training plans and programs as required

· Developing and revising training programs to satisfy standard requirements;

· Maintaining training program records as necessary

· Providing training programs and recommending changes in ATS

· Ensuring close liaison with users of the ATS; recommending required changes in personnel, equipment, communications, space and operating positions

Training Assessments and Review

· Monitor ATS Units training performance and assessment programs

· Ensure all training assessments and reports are consistent, objective and are a true reflection of the individuals’ performance

· Reflect changes to ATC procedures and the introduction of new equipment are reflected in the CTP, validation courses and simulations as required

· Submit recommendations and requests to the Head of the ATSU for training equipment and supplies.

· Arrange for training of ATSU personnel in new or amended operating procedures and in the functions and use of new or altered equipment prior to their published implementation dates

· Arrange a system for annual proficiency checks of all validated controllers including oral exam on local procedures. Raise appropriate report to be kept on the controller’s personal file.

Administration and Support

· Ensure that the Training Rooms are prepared well for the training purpose

· Collect, collate and disseminate the documentation and publications for ATC Training use

· Ensure development, preparation and maintenance of ATC Training classroom and material

· Conducting liaison and familiarization with all ATS units as is necessary to be thoroughly conversant with current requirements for training throughout the ATS units

Policies, Processes and Procedures

· Conduct day-to-day activities while ensuring compliance to policies and procedures

· Contribute to the identification of opportunities for continuous improvement of systems, processes considering leading practices, changes in business environment, cost reduction and productivity improvement





Knowledge and Experience

· 3 years of experience in Training Program planning and design / Administration or a related role

· Experience in aviation training related fields is desirable
