Job Purpose
The main purpose of the Cost Control Engineer’s job is to execute Cost Control tasks in an efficient and timely manner as per guidelines set by ESEC
2. Principal Accountabilities
Prepares accurate and timely EVAR, CVR, and Labor Productivity reports, and discusses them with Project Managers and the Construction team
Co-ordinates with Site QS and Contracts and Planning team, and reviews the progress of activities and quantities
Maintains record of services or resources provided to subcontractors and calculates costs to be back-charged. Ensures these costs are recovered from subcontractors as per subcontract agreement
Verifies time sheets and ensures correct hours are correctly coded
Produces Variance Analysis reports and allocates cost codes to PRs
Monitors demobilization schedule of formwork, equipment, staff, and advises BU Cost Control Unit Head and Project Manager of any delay in demobilizing
In coordination with Project Manager and Construction Manager, updates the staff and equipment deployment schedule and advises on cost impact of such revisions
Raises conce
s with respect to material wastage and cost overruns in timely manner
Reconciles between the deliveries and installed material
Reviews cost coding, and works with Operations, Procurement, and other functions to enhance the accuracy of cost coding
Provides active support to Commercial Manager for the substantiation of change orders from a costing (of new items in coordination with procurement) perspective (costing of the changed portions of work, estimation of the impact of changes on the cost of other construction activities, etc.)
Actively supports Productivity Inspectors assigned by Manpower and Planning Department with the measurement and budgeted productivity rates
Coordinates closely with Construction Manager, Site Engineers, Store keepers, Commercial, Planning and QS staff (on project sites and at Head Office) throughout all phases of the project execution
3. Communications and Working Relationships
Reports to and supports the Senior Cost Control Engineer with all issues related to Cost Control
Coordinates with Contracts & Legal and Finance departments for risk analysis and reporting purposes
Coordinates closely with Construction Manager, Site Engineers, Store keepers, Commercial, Planning and QS staff throughout all phases of the project execution
Works with all Business Units for project cost forecast and variance analysis
Interacts with and manages direct reports and operational issues on a daily basis
4. Knowledge, Skills, and Experience
Bachelor in Engineering, Masters preferred
Excellent knowledge of the construction industry; ideally, has held a senior Cost Control role within a construction company
Minimum 2 years experience in the Cost Control function
Excellent interpersonal, communication, public speaking, and presentation skills
Excellent numerical and IT skills
Fluent in English and preferably Arabic language
