To contribute positively as a senior member of HR and Admin team to the development and implementation of HR policies, strategies and plans aligned with the achievement of the strategic/tactical business plans and goals of MESC Group
To select, direct, develop/train and motivate managers and staff within HR Services to deliver the highest levels of performance, further building upon their existing capabilities and enhancing current and future performance contributions to MESC
To drive and ensure the efficient, prompt and cost-effective delivery of HR Services to meet employee HR needs/expectations and enhance employee satisfaction by establishing SLAs and performance standards, directing and monitoring performance, taking corrective action where necessary to ensure they are consistently met.
To continually strive to increase the efficiency of HR Services and reduce/contain costs by continually seeking out, proposing for approval and implementing new or modified approaches
To increase the level of HR service, reduce disruption and lost time through the development, implementation and maintenance of cost-effective and efficient HR automation (self-help) services, supporting all managers and staff in MESC to access HR information and use key HR processes to meet their needs (e.g. leave bookings; absence reporting, et cetera)
To deliver enhanced cost-effectiveness in up-dating files and maintaining the employee database through the development, implementation and maintenance of effective on-line file sharing processes and procedures, using ‘alarm systems’ to proactively alert HR of the need to process/submit visa/Iqama renewals in a timely manner and thus avoiding the increased fees/costs associated with late submissions
To ensure all employees are paid correctly, on time and in accordance with MESC HR policies and procedures by verifying and issuing the monthly payroll, auditing wages/ overtime/other benefits and promptly taking corrective action where required
To enhance the ability of MESC to attract. motivate and retain employees through participating along with HR managers and line management in the development, approval and prompt and appropriate implementation of competitive, cost-effective HR policies and compensation/benefits arrangements and approaches (including fixed/variable pay and benefits)
To contribute to the enhanced motivation and retention of high performing staff in a cost-effective manner through continuously seeking, developing and effectively implementing/managing new approaches and practices to recognise and reward employees (e.g. employee of the month/year scheme)
To encourage and promote the highest levels of employee performance through working with other HR and line managers to develop and implement an effective performance appraisal policy, process and procedure, ensuring its effective use by prompting line managers to conduct performance appraisal discussions, issuing appropriate documentation and helping to ensure that appropriate training actions are identified and implemented in a timely and co-ordinated manner
To support MESC’s achievement of performance goals through high levels of employee attendance by developing, managing and maintaining an effective employee attendance tracking system, working with Heads of Divisions/Departments to develop and implement an appropriate disciplinary framework to address incidences of unauthorised absences
To ensure that disciplinary and grievance issues are addressed and handled in a prompt, efficient and fair manner in line with established policies/practices and prevailing labour law
To maintain and ensure data/document security by following through managing the effective distribution, secure control and archiving of documents in line with document control policies, guidelines and procedures developed by Quality Assurance and prevailing gove
ment legislation
To safeguard and deliver the highest possible levels of security for MESC plant/premises on a 24-hour basis through the cost-effective deployment and management of Security staff
To meet the administrative and support requirements of MESC (i.e. facility operation; transportation; logistics; accommodation; administration and secretarial services) are supplied in a professional, efficient, cost-effective and co-ordinated manner through the active management of the Services section
To ensure that MESC complies with all legal and Gove
ment requirements and reporting regulations relating to HR administration in a timely and professional manner
Key Job Authorities & Dimensions:
Manages a team of over 60 staff and officers
Makes decisions in line with established policies, procedures and legal guidelines (e.g. approving leave requests of 20 days or less on behalf of HR; approving unpaid leave applications; application of penalties; transfers; cash advances)
Makes recommendations regarding HR policies, practices and action relating in particular to catering, inte
al services.
Is responsible for managing the approved budget to introduce/enhance HR automation within MESC
Qualifications and Total Experience:
Minimum Educational Level: Bachelor degree
Preferred Educational Level: Professional certificate (CIPD)
Minimum: Six years working within HR function – preferably in HR Operations or general HR Services role
Minimum: 2 years experience in a management role
Preferred: experience in a multi-cultural industrial or manufacturing organisation
