[LEFT]Role Purpose: To provide the leadership, direction and coordination of activities for the Development Policy Research Division. Supervise the day-to-day research activities, ensuring the Division achieves its results and that it fully contributes to the achievement of the Economic Research and Policy Department goals. Key Accountabilities and Activities: Strategic Implementation and Operational Management Participate in the development of the Department strategy, budget and business planning processes Create and implement actionable Division’s short to medium term operational plans and budgets with operational KPIs linked to the Department strategy Co-ordinate the Division’s activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive Manage, monitor and evaluate the Division’s on-going performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation. Research Development Develop research agenda to feed into the work program of the Department Produce new knowledge to address critical issues facing the Bank and member countries in key economic sectors and themes Identify and contribute in developing the criterion for choice in determining IDB responses to promoting key pillars of IDB Group Strategy Manage economic research and analytical work related to cross-cutting economic issues and poverty reduction to identify constraints to growth and to comprehensive/inclusive human development Initiate and oversee research in the field of development activities relevant to the mandate of IDB and apply the findings to the IDB context Develop and distil analytical insights and best practices in key reports relevant to the activities of the Bank Collaborate with relevant Departments in policy review and in preparing high-level reports and documents such as Member Country Partnership Strategies. Events and Flagship Publications Supervise and lead the initialization, conceptualization, and preparation of flagship publications including the Annual Report, Occasional Paper etc. Organize the IDB Annual Symposium as well as associated Expert Group Meetings Organize Economic Lecture series Coordinate with relevant departments and inte

People Management Generate commitment, motivation and enthusiasm to the Division goals, and guide Division members through periods of change or uncertainly Provide clear direction and motivation, prioritise tasks, assign and delegate responsibility and monitor the workflow Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary Provide opportunities for the Division members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives Knowledge Sharing and Innovation Monitor operational programs and policy developments of other MDBs and member countries (as articulated through national development plans and PRSPs) and disseminate their relevance to Bank activities in the area of poverty reduction and human development Keep abreast of development issues at the global, regional and country levels as well as the policies and programs of the major MDBs, with a view to enabling the Bank to prepare its response to the emerging challenges Organize staff seminars, convene meetings, and promote best research practices Represent IDB in multilateral and regional events, such as coordination and consulting meetings and conferences Reporting and Communications Lead the preparation of speeches, information notes, briefs, and studies for conce

als. Demonstrated skills in translating models and analysis into policy implications and advice over a wide-range of areas. Excellent interpersonal skills and a strong commitment to knowledge sharing. Substantive record of effectively leading and mentoring teams in his/her functional area carrying out economic and policy research work and realizing sought results within agreed timeframes, resources and quality. Proven knowledge and expertise in economics Strong analytical background with knowledge of econometrics Excellent research writing skills.
