[LEFT]Role Purpose:
To provide the strategic leadership, and direction for the delivery of objectives of the Operations Quality and Results (OQR) Division; To ensure that the Division achieves its KPIs and results and contributes to mandate of the Operations Policy and Services Department; To develop and implement framework for the Quality, Results and Development Effectiveness of the Bank’s operations; To serve as a Focal Point for the Sector Operations (SO) Complex for operational quality, results, development effectiveness and project portfolio management; To monitor quality at entry, during implementation and at exit, and to promote results driven approach in operations; To contribute to inte
ational initiatives on results and development effectiveness with MDBs and major inte
ational partners.
Key Accountabilities and Activities:
Strategic Implementation and Operational Management
Supervise the development of the strategy, budget and business plan of the Division’s in line with the objectives and plans of the Operations Policy and Services Department;
Develop framework for self-assessment of operations quality and results management strategy and system based on best practices;
Ensure effective use of available resources of the Division, by setting priorities, targets and monitor, and evaluate the Division’s performance and ensures the quality of its outputs and services
Quality & Results Management
Contribute to inte
ational initiatives on results and development effectiveness with MDBs and major inte
ational partners;
Lead identification, promotion, and implementation of new initiatives, tools, guidelines, and business process enhancements to facilitate effective and efficient implementation and assessment of operations;
Supervise Management of the operations portfolio and issue periodic flagging reports to conce
ed Sector Departments to ensure quality of the active operations portfolio;
Lead the analysis and periodic reporting on Bank’s operations portfolio to the IDB Management
Planning & Resources Management
Coordinate the planning, budgeting and resource management activities for the SO Complex
Lead the development of the department’s annual plans, budget and support proper implementation of the same;
Manage the development and implementation of KPIs for the SO Complex, in coordination of the conce
ed departments, and monitor and report on the performance;
Collaborate with conce
ed IDB departments to support smooth running of the SO Complex matters;
Lead the development and implementation of capacity development program based on specialized training needs of the staff and strategic needs of the SO Complex;
People Management
Generate commitment, motivation and enthusiasm to the Division goals, and guide Division members through periods of change, transition, or uncertainty;
Provide clear direction and motivation, prioritise tasks, assign and delegate responsibility and monitor the workflow;
Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary;
Provide opportunities for the Division staff members to openly suggest, participate and contribute to the initiatives of improvement, innovation and knowledge sharing
Knowledge Sharing & Innovation
Recommend new approaches as necessary to ensure that the Division’s operations effectively support and advance innovation;
Lead the coordination with the conce
ed departments so that the Operations Quality and Results Division becomes and remains the knowledge center for matters related to operational quality and results management;
Develop a network of contacts across the Sector Operations Complex so that views and practices can be exchanged;
Keep abreast of developments taking place in area of performance assessment and development results management;
Identify best practices and lessons lea
ed within IDB and in other multilateral development institutions, and ensure their dissemination in improving Bank’s operations;
Represent IDB in inte
ational events, such as coordination and consulting meetings and conferences;
Reporting and Communications
Manage the development and maintenance of operational database and tools, generate operational information, undertake operations quality, results, portfolio and performance analyses and prepare reports;
Undertake review of project documents, and identify and resolve operational quality and results management related conce
s and issues;
Communicate intended results, results achieved, performance, and lessons lea
t from self-evaluation within the Division as well as to the Management, relevant gove
ing bodies, partners and other key stakeholders.
Serve as a focal point for matters of the Sector Operations Complex, related to quality and results management and development effectiveness;
Manage the preparation of the Success Stories, Operations Performance, and Results Report
QUALIFICATION / EXPERIENCE:
Field of Study : Degree in Economics /Business Administration/Engineering/ any relevant discipline
Bachelor with 15 years experience in similar role/level
Master with 12 years experience in similar role / level
Doctorate with 10 years work experience in similar role / level
Certification: Professional certification in performance assessment / development results management / infromation system management is preferred.
Relevant Field Experience : Working experience in an inte
ational / regional organization in related area, including 8 years in IDB or similar institution (e.g. MDBs) with focus on quality and result management and development effectiveness.

Necessary Knowledge:
Advanced knowledge of concepts, methodologies and approaches related to operational quality and results management;
In-depth understanding of general development policy issues and socio-economic context of developing countries;
Demonstrated knowledge of the operations quality and results management challenges and familiarization with the practices of other MDBs
Knowledge of project/operations management, operations portfolio and resources management;
A demonstrated commitment to high professional ethical standards and a diverse workplace
