[LEFT]Role Purpose: To provide the leadership, direction and coordination of activities for the Fragile, Emergency Situations and Reconstruction Division. Take the day-to-day operational decisions, ensuring the Division achieves its results and that it fully contributes to the success of the Special Operations Department. To position the division to effectively respond, coordinate and timely deliver policy advice, technical guidance in recovery, reconstruction, and humanitarian assistance to both member and non-member countries affected by natural and man-made disasters. To lead the strategy development for humanitarian and recovery programs in order to build preparedness and the response capacity of member countries and communities in non-member countries. To offer thought leadership on fragility, emergency situations, and reconstruction across the Bank. Key Accountabilities and Activities: Strategic and Operational Planning Participate in the development of the Department strategy, budget and business planning processes. Facilitate the development of assessment and planning of fragility, prevention, recovery and humanitarian needs in crises/emergencies, and coordination of country-specific contingency planning as well as early wa
ing. Create and implement Division’s actionable short to medium term operational plans and budgets with operational KPIs linked to the Department strategy. Coordinate the Division’s activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive. Manage, monitor and evaluate the Division’s performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation, as well as promoting linkages with rehabilitation, humanitarian strategies and principles, and programme monitoring and evaluation. Fragile, Emergency Situations and Reconstruction Management. Serve as an expert focal point for all matters related to fragility, emergency response, recovery programs and technical assistance in preparedness in the member countries and non-member communities. Prepare, in coordination with the Group Strategic Planning Department, an effective strategy and framework for humanitarian assistance and support to fragile countries. Maximize the impact of the Division’s operations through effective collaboration within the IDB Group as well as exte
al relevant institutions and authorities. Manage development and maintenance of a comprehensive knowledgebase, undertaking of diagnostic studies, surveys and analyses that capture the humanitarian data, needs of fragile states, and socio economic needs of affected populations, priorities and issues recommendations for proactive change. Ensure cross-cutting issues related to the operations, such as capacity development, vulnerable communities in development, social and environmental issues, are adequately addressed. Provide advisory services and technical guidance as required in humanitarian and recovery assistance related matters across the Bank. ing and options for an IDB responses, development of proposals, and discussions and follow up on approvals regarding operational plans. Establishing, strengthening and promoting crises prevention and response coordination and its instruments, including disaster response preparedness mechanisms. Oversee the implementation of the technical and humanitarian assistance and proactively modify plans and mitigate risks, resolve problems, and adapt to the constantly changing environment as the needs of the target community and countries may required. Ensure that the humanitarian assistance, recovery program and technical assistance for the disaster preparedness and response are aligned with the Bank’s strategies, and are linked with the Bank’s overall strategy and policy Ensure quality at entry and exit throughout the project cycle and that implementations are effective and efficient. Knowledge Sharing & Innovation Ensure continuous acquisition of developments, trends, policies, best practices, opportunities, challenges, and issues related to effective response, preparedness and emergency relief as well as post crises reconstruction operations and introduce innovative approaches Lead on preparation of IDBG policy and strategy on fragility, reconstruction, and linkages with humanitarian operations. Represent IDB in multilateral and regional events and forums, such as meetings, conferences, and assessment missions, with knowledge of skills to negotiate with Gove
ments (and other authorities) at senior level, in both disaster/crisis and donor countries, issues such as access, collaboration, program design, and funding. Participate in inte
ational forums and networks focused on these challenges and strategies. ational Affairs /Political Science/ Economics/ Law/ Public Administration or any relevant discipline Bachelor with 15 years experience in similar role/level Master with 12 years experience in similar role / level Doctorate with 10 years work experience in similar role / level Technical Skills & Necessary Knowledge: Socio-Economic Analysis Statistical Analysis Portfolio Management Written and verbal communication Humanitarian and Development issues Understanding of and Experience in Fragility and Emergency situations Wide exposure to humanitarian and emergency relief assistance In-depth knowledge of humanitarian principles and practices Languages: English is required Arabic preferred French preferred [URL="http://hr-d.co/xr"]apply now[/URL][/LEFT]
