[LEFT]Role Purpose:
To provide the leadership, direction and coordination of activities to enhance and reinforce the culture of compliance with operational quality standards in IDBG. To position the division to lead in the development, maintenance and enforceability of quality standards within the MDB industry in IDBG.
Key Accountabilities and Activities:
Strategic and Operational Planning
Supervise the development of the strategy, budget and business plan of the Division’s in line with the objectives and plans of the Group Strategic Planning Department.
Manage and monitor the development and implementation of the department’s annual plans, budget and support proper implementation of the same.
Oversee and give guidance in the formulation of the operational guidelines, policies and business processes to ensure integration of quality and results standards.
Collaborate and contribute significantly with the conce
ed Departments in the development and improvement of the Bank’s policies and processes as they relate to the functions of the division.
Oversee the development of key results targets and performance indicators (KPIs) relating to the annual work plans of the division.
Quality Enhancement Management
Oversee, facilitate and advocate the development of quality enhancement frameworks and standards in IDBG and periodically assess and report to IDBG Management the suitability of existing quality standards and adherence to the quality framework.
Establish procedures to improve the Group’s capacity and tools, processes and procedures to monitor and enhance the quality of its interventions in MCs.
Oversee the periodic maintenance of quality frameworks, standards and policies of the IDBG and main custodian for reference purpose.
Facilitate and advocate development interventions based on best practices at comparator organizations, and promote adherence to relevant standards.
Strongly contribute and advocate quality and results driven culture in the IDB Group.
Measure, monitor results related to the work of the division and undertake inventory of lessons lea
t for further input in the annual work plans of the division.
People Management
Generate commitment, motivation and enthusiasm to the Division goals, and guide Division members through periods of change, transition, or uncertainty;
Provide clear direction and motivation, prioritise tasks, assign and delegate responsibility and monitor the workflow;
Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary;
Provide opportunities for the Division staff members to openly suggest, participate and contribute to the initiatives of improvement, innovation and knowledge sharing;
Knowledge Sharing & Innovation
Establish procedures to improve the Group’s capacity and tools, processes and procedures to monitor and enhance the quality of its interventions in MCs.
Advocate and facilitate annual knowledge-sharing sessions with GOED, CCP and SOC and ensure feedback on quality issues identified during post-evaluation review are incorporated in project design phase of the project cycle.
Collaborate and partner with other MDBs to adopt best practices/recent developments on quality methodologies/practices/tools etc. in IDB Group operational interventions in MCs.
Periodic in-house training on Financial Management and project costing methods and techniques to be rolled out for the sector team to enhance the required competencies to enhance quality of preparing project documentations which impacts on quality of Entry for readiness review compliance.
Mainstream the use of operational quality standards and facilitate the training of staff to enhance quality of interventions in MCs.
Share lessons with IDBG members to reinforce quality standards in their operations both public and private.
Reporting & Communications
Periodic monitoring of quality and results throughout the operational cycle of public sector operations in the form of Quality Assurance Dashboard ( QAD) for reporting to management BED.
QUALIFICATION / EXPERIENCE:
Economics / Business Administration /Engineering/ Any relevant discipline
Bachelor with 15 years experience in similar role/level
Master with 12 years experience in similar role / level
Doctorate with 10 years work experience in similar role / level
Technical Skills & Necessary Knowledge:
Excellent Analytical skills;
Excellent Communication skills;
Proven ability to apply the knowledge in the field of quality enhancement management and development effectiveness into practice;
Excellent skills in project/program management
Ability to effectively work across departments on collaborative work;
Has experience in undertaking complex development projects
Demonstrates a strong understanding of the feasibility of development programs to be able to analyze country issues and needs
Evaluates existing practices and formulates and recommends new policies and procedures.
Demonstrates strong expertise in project management in order to achieve the successful completion of specific project goals and objectives.
