[LEFT]Role Purpose:
To mobilize resources for supporting the Bank’s objectives, particularly in areas such as cooperation, special assistance and capacity development, infrastructure development and ensure that the use of the resources is in line with the underlying agreements and good fiduciary practice
Key Accountabilities and Activities:
Strategy Implementation and Operational Planning
Lead the development of the Division’s annual plans, budget and support proper implementation of the same.
Contribute to the preparation of Bank’s strategy, operational plan and work program as they relate to mobilization of resources.
Contribute to the preparation, in coordination with the Departments conce
ed, of the annual administrative budget of programs and activities to be financed by each Trust Fund.Develop, in consultation with the departments conce
ed , key results targets and performance indicators (KPIs) related to resource mobilization .
Contribute, in collaboration with the Departments conce
ed, to development and improvement of the Bank’s policies and processes as they relate to resource mobilization.
Measure, monitor results related to the work of the division and undertake impact evaluations as well as inventories of lessons lea
t for further input into the programming and operations cycle of the division.
Trust Funds and Resource Mobilization
Serve as a focal point and lead the functions of the Division as a ‘resource center’ for activities and issues related to Resources Mobilization.
Mobilize Trust Fund resources to support the Bank’s objectives, particularly in areas such as cooperation, special assistance,capacity development and infrastructure.
Conduct fund-raising activities and follow-up on pledges made, and catalyze new pledges from traditional (member countries), inte
ational donors and emerging sources (e.g., private sector, NGOs, philanthropists, etc), in close coordination with partnership Division, ISFD and other trust funds.
Contribute to the identification and selection of projects and programs under each Trust Fund and follow-up of their implementation.
Monitor the activities funded by the special Trust Funds and grant resources mobilized toward fulfillment of their objectives as articulated in their mandate and constituting documents, and to ensure that the use of the resources is in line with the underlying agreements and in compliance with fiduciary standards
People Management
Generate commitment, motivation and enthusiasm to the Division goals, and guide Division members through periods of change, transition, or uncertainty.
Provide clear direction and motivation, prioritise tasks, assign and delegate responsibility and monitor the workflow.
Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary.
Provide opportunities for the Division staff members to suggest participate and contribute to the initiatives of improvement, innovation and knowledge sharing
Knowledge Sharing and Innovation
Develop and disseminate the knowledgebase and inventory of best practices related to the functions of the division.
Recommend new approaches as necessary to ensure that the Division’s operations effectively support and advance innovation.
Reporting and Communication
Negotiate, jointly with the Legal Department and other Departments, as appropriate, the structure, constituting documents, mandate, and terms and conditions of trust funds and other grants, and obtain Management approval where appropriate.
Prepare/contribute to the required periodic reports for the Management and the gove
ing bodies of each Trust Fund and those required by individual donors, based on inputs from implementing departments/partners.
Manage the relationship with the donor countries and entities contributing Trust Funds and grant resources, in coordination with the departments conce
ed.
Act as secretariat for trust fund gove
ing meetings/bodies, agenda and reports.
QUALIFICATION / EXPERIENCE:
Field of Study : Communications/ Marketing/ Public Relations / Business Development/Development Studies/Economics/ Social Sciences/ Inte
ational Relations/ Public Administratin and Business Administration / or related field
Bachelor with 15 years experience in similar role/level
Master with 12 years experience in similar role / level
Doctorate with 10 years work experience in similar role / level
Relevant Field Experience: 8 years of working experience in an inte
ational / regional and bilateral organizations / institutions in related areas, including in IDB or similar institutions with a focus on resource mobilization.
Certification: Related certification(s) are preferred.
Technical Skills:
Technical Skills : Experience in fund raising, public relations, as well as in managing communications for a large organization.
