[LEFT]ROLE PURPOSE:
To provide strategic direction, motivational leadership and operational oversight for the Agriculture and Rural Development Department. Determine the strategy for the Agriculture and Rural Development Department, set and deliver ambitious objectives that enable IDB Group to achieve its goals, and take the significant operational decisions.
Formulate and oversee a plan of action and work program for agriculture and rural development in conjunction with Division Managers in the Department and the Country Programs Department. Act as inte
al and exte
al point of contact for agriculture and rural development matters.
KEY ACCOUNTABILITIES & ACTIVITIES:
Strategy Development and Business Planning
Lead the formulation, development and implementation of the agriculture and rural development strategy in support of IDB’s goals and in response to emerging trends or client/customer needs.
Develop, implement and monitor the Agriculture and Rural Development. Department’s business plans, KPIs, budgets and objectives; provide regular management reports that include insight, analysis, forecasting and comment on Department performance and results.
Identify opportunities and champion initiatives that enable the Agriculture and Rural Development Department to increase its impact or to deliver innovative and differentiated services, encouraging Department members to fully contribute.
Coordinate with Country Director and Country Managers the implementation of operational strategies related to agriculture and rural development.
Ensure the Agriculture and Rural Development Department works effectively, proactively and timely across IDB Group and exte
ally to ensure the delivery of joint services/results that meet IDB’s interests and for knowledge sharing.
Prepare sector strategy and assistance framework; develop sector operational plan and work programs in line with the sector strategy and assistance work.
Assist the Country Program Department in the development of sound project pipeline in the sector.
Operational Management
Provide recommendations to the Country Programs Department of significant developments, emerging opportunities and challenges in the area of responsibility.
Lead and facilitate effective department coordination and cooperation with other IDB departments and inte
al stakeholders to raise awareness on agriculture and rural development matters.
Facilitate communication of emerging trends, common themes and issues on agriculture and rural development across country and sector departments.
Lead the effective implementation and managing process of the project portfolio in the sector and provide guidance on project related issues and IDB policies and procedures.
Oversee and follow-up on critical projects and projects involving high levels of risk.
Continually monitor sector project portfolios, project procurement matters, and assess performance in collaboration with OPSD.
Oversee project formulation, preparation, financing approval, and implementation of projects in the sector.
Ensures high quality of project delivery at entry and exit, innovation, results orientation, and compliance with IDB’s policies and procedures.
Sector Leadership
Manage sector work (reviews, analyses, studies) to identify and assess the needs and priority pro-poor interventions in the sector and associated sub-sectors(agriculture, food security, water management, environment, rural development etc.); prepare sector policy briefs and notes; keep abreast of inte
ational developments and advancements in the sector; develop an inventory of best practices and success stories in the sector; develop and maintain sound knowledgebase and databank of key indicators for assessing and improving sector performance and its poverty alleviation and development impacts.
Represent the Bank in exte
al events such as consultation meetings, conferences and seminars related to the sector.
Initiate and oversee reviews, analyses and studies to identify and assess the needs and priorities in the sector.
Lead and actively pursue activities in agriculture and rural development and assist country department in the development of sound project pipeline in the sector.
Relationship management
Provide leadership in relationship management, consultation and coordination with gove
ment, development partners in developing member countries, and NGOs in area of agriculture and rural development.
Liaise with regional offices, supervise their sector specialists and feedback the insights to the Country Programs Department.

ance
Develop and manage implementation of standards, policies and processes for optimal support to the Operations Complex
Ensure that all the department services are provided effectively, aligned with best practices and guidelines, and utilized in an efficient and cost-effective manner to support the Project’s business needs
Define clear Department-wide roles, responsibilities and accountabilities, along with matching authorities, to provide a structure that would strengthen accountabilities at all levels of the Project.
People Management
Provide motivational and inspirational leadership for the AGR Department, and communicate to Division Managers clear performance expectations
Manage the performance and resources of AGR Department through delegation of responsibility, setting stretch objectives and providing regular feedback on results at a Department and Division level, promptly addressing areas of underperformance
Monitor and assess the skills and capabilities of the AGR Department, and determine the actions needed to increase the Department’s impact or to resolve capability gaps
Coach, mentor and develop the Division Managers and the top talent/high potentials in the AGR Department; succession plan for key roles
Act as a role-model to communicate to AGR Department staff IDB’s values and leadership competencies; provide direction and support in times of change.
Knowledge Sharing and Innovation
Establish a knowledge base, inventory of best practices and develop a comprehensive and up-to-date view of the agriculture and rural development sector.
Share and promote knowledge, best practices and success stories on various aspects of agriculture and rural development among stakeholders within and outside the Bank.
Transfer sector knowledge and expertise across countries and regions.
Raise awareness of IDB on a regional platform, forge new relationships with key regional players and present new, innovative solutions and opportunities.
Coordinate provision of advisory services and technical guidance in matters related to agriculture and rural development to member countries.
Identify, recommend and implement sponsorship of local, sub-regional, and regional training workshops and seminars to increase the sharing of experience and knowledge among the conce
ed stakeholders, and present new, innovative solutions and opportunities.
Develop publications, reports, convene meetings, and undertake studies and benchmarking to promote awareness and harmonize activities with other MDBs on best practices in the area.
Represent IDB in multilateral and regional events and forums, e.g., coordination and consulting meetings, policy discussions and dialogues, conferences, and communities of practices
Analysis and Reporting
Lead and guide on analytical works related to agriculture and rural development.
Lead the preparation of regular monitoring reports and publications on sector portfolio performance and suggest measure for improvement.

t within the Project as well as to its Management, relevant gove
ing bodies, partners and other key stakeholders.
QUALIFICATON / EXPERIENCE:
Degree in Agriculture / Agricultural and Resource |Economics/Development Economics / Rural Development / Water Resources Management/Engineering/any relevent discipline.
Bachelor with 20 years relevant work experience
Master with 17 years relevant work experience
Doctorate with 15 years work experience
Languages
English - Required
Arabic - Prefered
French - Prefered
PROFESSIONAL CERTIFICATION:
Related certification is prefered.
Specific Technical Skills / Necessary Knowledge:
Knows the various approaches and elements for development in one or more sub-topics of the AGRD sub-sectors.
Posses demonstrated skills in analytical work in one or more of the AGRD sub-sectors.
Proven ability to lead high-level client discussions as well as deeper application in at least one of the sub-sectors of AGRD.
Is sought out to serve as an authority and / or to peer review the work of others, technical advice to clients, partners through, inter alia, strategy and project development.
Able to formalize relevant best practices and disseminate them in the Department and to the clients and other partners involved.
Knowledge of various aspect of agriculture and rural development and of development businesss, demonstrated through analytical and written works.
Knowledge of socio-economic, institutional and poverty aspects of agriculture and rural development.
Knowledge of project procurement policy and broad expertise in directing large-scale and complex procurement activities.
Development Incubation/Innovation and Venturing
Knowledge of emerging trends and themes and best practices in agriculture and rural development.
Extensive experience of policy and guideline formulation and review
Applies advocacy techniques to promote IDB involvement in the development of agriculture and rural sectors across member and non-member countries.
