ROLE PURPOSE: To effectively contribute in, inter alia, designing, development and implementation of Anti-Money Laundering and Combating the Financing of Terrorism (AML and CFT) relating policies covering all IDB Group business activities; To participate in reviewing established AML/CFT/KYC (Know Your Customer) policies and procedures and benchmark inte
al policies with inte
ational standards; To contribute in setting up effective KYC system to detect and prevent AML/CFT risks and address relevant issues in a proactive manner. To participate in designing, development and implementation of policies that elevates IDB Group’s status as an MDB and deal with all kinds of inte
ational regulations, compliance and sanction related issues on an Inte
ational level.
KEY ACCOUNTABILITIES AND ACTIVITIES: Policies and Procedures
Contribute in development and maintenance of IDB Group policies and procedures related to AML/CFT/KYC in accordance with the United Nation’s guidelines and inte
ational standards.
Contribute in designing and development of action plans on a regular basis in conjunction with the relevant departments to establish an effective compliance mechanism across the IDB Group.
Participate in the implementation of the policies and procedures for the IDB Group’s compliance management program covering all business operations etc.
Contribute in monitoring of the compliance issues pertaining to on-going assignments/transactions etc.
Evaluation
Participate in evaluation of existing polices to identify gaps, if any, and propose necessary changes based on detailed study and research on global trends in AML/CFT/KYC as per prevalent inte
ational best practices of MDBs.
Contribute in evaluation and monitoring existing procedures and develop new procedures, systems and controls to ensure compliance with current AML/CFT/KYC requirements.
Participate in periodical evaluation of the due diligence output of different counterparties i.e. contractors and NPOs/NGOs, etc.
Know Your Customer (KYC)Perform the following during the on-boarding exercise, inter alia:
Contribute in procurement and setting-up of necessary KYC screening systems as per IDB Group procurement procedures, to detect and prevent compliance and anti-money laundering AML/CFT risks, and continuously evaluate its adequacy based on inte
ational best practices.
Participate in analysing and responding to all enquiries from inte
ational counterparts specific to KYC questionnaire and maintain, update detailed records of all maters with resolution.
Contribute in consultation with the exte
al Compliance Officers/Money Laundering Reporting Officers, if needed, on AML/CFT/KYC developments in member countries and also in inte
ational jurisdictions that may affect the IDB Group’s ability to effectively deliver on its mandate.
Risk Assessment Recommendations
Contribute in performing annual compliance risk assessment activities and developing a work plan accordingly taking into account results of inte
ational assessment activities along with inte
al and exte
al audits, surveys, research, investigations etc.
Contribute in identifying potential risks to the IDB Group in the areas of AML/CFT/KYC and mitigate those risks by putting appropriate mechanism of control.
Participate in relevant committees’ meetings, audits and examinations specific to AML/CFT/KYC to check and monitor potential exposure to reputational risks at different levels.
Develop good understanding of new banking products and services to identify and assess compliance risks in an effective manner.
Participate in assessment of compliance risks in different channels that can be used in the disbursements/repayment process.
Contribute in, inter alia, compliance, regulatory, financial and reputational risks for the IDB Group and making recommendations of appropriate measures to control and mitigate risks proactively to the Board of Executive Directors, Management and the GIC.
Enquiry of Unusual and Suspicious Transactions
Contribute in identification of suspicious transaction in accordance with the AML/CFT policies and resolve such in accordance with the approved guidelines. Additionally, provide periodical report findings to senior management with effective plan for counter-action.
Contribute in proper background checks of all the companies, suppliers, NGOs and other third party vendors associated with IDB Group projects for their validity authentication and exceptions (if any).
Communication & Coordination
Participate in consultation with exte
al legal advisors regarding AML/CFT developments in the member countries and also in the inte
ational jurisdictions that may affect the IDB Group’s ability to effectively deliver on its mandate.
Contribute in creating awareness on emerging compliance issues within conce
ed IDB Group’s departments and provide guidance in the establishment of controls to mitigate risks in proactive and effective manner.
Contribute in accessing probable impact of compliance outcome and leverage the same for advising the IDB Group on avoiding compliance breaches and adopting best practices related to compliance.
Liaise with the finance department and monitor disbursement of payments to project vendors within the constraints of inte
ational regulations.
Participate in liaising with various gove
ment bodies and inte
ational regulators for verification of NOC certificate as demanded from IDB from exte
al entities.
Participate in coordination with the conce
ed departments in regulatory AML/CFT inspections, visits and prudential meetings.
Participation in Events, Seminars and Conferences
Participate at various exte
al fora including trainings, seminars, conferences, regional and inte
ational events organized by various organisations and MDBs etc. to establish a strong image of the IDB Group.
Keep abreast with the latest regulations at inte
ational market and any jurisdiction that may have an impact on the group.
Knowledge Sharing and Innovation
Contribute in sharing such knowledge within IDB Group departments obtained in the aforementioned processes.
