Role Purpose: To be support and manage the ISE Procurement function to meet customers’ savings and compliance targets and work closely with the ISE’s Commercial team / operations team to minimize ISE’s overall purchasing costs without compromising quality or reliability of supply and within ISE commercial and procurement policy. The Procurement manager is responsible for ensuring a high-performance working environment through instilling a culture of compliance and continuous improvement within their function. Supporting the procurement function in delivering a high level of excellence and professionalism across the business. Key Accountability: · Ensure the function fully adheres to all ISE and regulatory frameworks, polices, instructions and processes defined in the BMM · Ensure their function’s deliverables are met and exceeded to the business requirements in place for the procurement team, e.g. Compliance, Savings, Supplier performance, relationships and procurement strategy · Provide clear top-down communication to employees and bottom-up feedback to the Management. Team meeting, training identification etc. · Set SMART performance objectives and provide feedback on performance in line with ISE performance management system · Establish, sustain, coach and continually develop ISE procurement skills set and capability · Support development of ISE’s procurement / Supply Chain approach and supporting the bid strategy; establish Supplier performance measures, supplier reviews, plans, policies, systems, KPIs, key business processes and procedures that will achieve the strategic objectives and business plans of the company · Ensure implementation of agreed business plan across their function to agreed financial and performance metrics, focusing on achieving the best value across the supplier chain · Communicate ISE strategy and business plans to the function · Support and implement pricing and payment strategies and policies in assigned areas, in accordance with all relevant ISE requirements and procedures. · Build, manage and maintain relationships with existing and potential suppliers to ensure the effective management of business agreements. · Liaising with and providing procurement guidance and support to Project and other functions within ISE, including responding to supplier issues / queries on a daily basis. · Developing and maintaining procurement procedures and policies, ensuring the Company’s supply chain activities operate within a robust framework, supporting improved business effectiveness within the organisation. · Support the managing of an effective procurement organisation with gove
ing processes and procedures defined in ISE BMM to ensure commercial integrity of all supplier relationships and pricing activates. · Further the professional capability of ISE procurement function to meet and exceed all regulatory requirements. · Support and manage the formulation and delivery of all procurement aspects of proposals / tenders for a diverse range of IT products and services, their approval through an authorization process, agreements with the Suppliers and subsequent launch and effective supply chain management during project implementation. · Ensure that all ISE contracting is prosecuted under acceptable terms and conditions · Establish Supplier best value to deliver retu
s consistent with ISE IBP · Manage all Supplier contracts and work with the procurement team with respect of key Partners contracts (Purchase contracts) ensuring procurement management activities are performed in accordance with the contractual scope of work and other contractual requirements, with adherence to the gated process review cycle guidelines and mandates · Support the contract launch activities, setting and releasing of budgets / targets, supporting the procurement team with the supply chain activity. · Manage the delivery of procurement reports and briefs along with inputs to Contract Status Reviews (CSRs), project reporting, and supplier performance metrics · Providing an innovative approach to ensuring appropriate flow down of commercial/contract terms to supply base ensuring a balance between cost and risk · Assist senior management in liaison with high level customer and sub-contractor contacts · Manage / Support contract/subcontract negotiations with all relevant parties to facilitate the smooth and successful conclusion of negotiations. · Manage the procurement team with negotiations, and manage complex and strategically important supplier and vendor relationships through partnership agreements with major subcontractors that secure terms that are in ISE’s best interest · Manage the procurement team and support the business winning team in managing the setting up key strategic Partnerships that benefit the development of ISE capabilities and maximize ISE leverage in the IT market · Work with the VP Business Winning to ensure the Procurement strategy is aligned with the ISE Market Strategy · Manage the procurement team to ensure the suppliers / subcontract budgets are managed within the contractual constraints, driving compliance to flow down terms and conditions. · Support the ISE’s legal team in providing services and solutions, across all ISE departments, to support and protect the value of ISE · Support the legal and procurement team to ensure suppliers selection and approval, whether competitive / non-competitive, is managed in accordance with ISE Process and Procedures (e.g. ethical trading, QA checks, legal and due diligence requirements) · Support the legal team in providing legal support to bids and projects at each stage of their life cycle, reputational and non-functional risk management, legal and regulatory compliance and gove
ance, including Export Controls Job Specifications: · Extensive experience within a service driven organization, preferably in Information Technology and Information Systems, with experience in a people management role. Able to work in a changing environment within a medium size company with a determination to make a difference and deliver the best service to our customers. · Experience of compiling and negotiating major contracts · Experience of establishing and managing strategic supplier relationships through the prosecution of major sub contracts and achievement · Thorough understanding of pricing models, both competitive and non-competitive · Thorough understanding of functional procurement capability requirements · Significant Supply chain management experience · Thorough knowledge of export contracting · Extensive knowledge of strategic partners and suppliers capabilities both in KSA and overseas · Extensive knowledge of KSA Gove
